Born and brought up in a Bengali Hindu family on 6th July 1901 in Calcutta (Kolkata). His father Ashutosh Mookerjee served as a judge in the High Court of Calcutta and mother Jogamaya Devi Mukherjee. He started his schooling from Bhawanipur’s Mitra Institution and later moved on to Presidency College. He was teacher’s favorite and secured the first position in English graduation in 1921. He got married on 16th April 1922 to Sudha Devi. After marriage, he continued his studies and completed his M.A. in 1923 and further pursued B.L. in 1924.

1] Like father, like son

His father also held the position of Vice-Chancellor of the University of Calcutta and earned the title ‘the lion of Bengal’. Like his father, Dr. Syama Prasad Mookerjee, too, was a great educationist and served as the youngest Vice-Chancellor of the university from 1934 to 1938.

2] A politician with a golden heart

Dr. Syama Prasad Mookerjee joined politics in the first half of the twentieth century where he played a pivotal role concerning education system in India and not politics. He was against the Diarchy System of education at that time that was introduced by Montague-Chelmsford Reforms. Because of this he resigned his seat in the Council and to come back as an independent candidate.

Who was Rohit Vemula?

Rohit Vemula was born on January 30th in 1989 in Guntur district of Andhra Pradesh to Manikumar Vemula and Radhika. He was the student at the University of Hyderabad and studied Ph.D. and also had written book titled ‘Caste Is Not a Rumor. His father is from Vaddera caste an OBC and his mother from the Mala, which is a scheduled caste. This ‘caste’ story had also played a vital role in his life.

In July 2015, he was stopped being paid the scholarship of Rs.25000 per month from the university as he was suspected of raising issues under the Ambedkar Students Association (ASA) banner. He was suspended from the college along with 4 other ASA members because of being charged as “casteist” and performing “anti-national” activities, a complaint filed against them from ABVP (Akhil Bhartiya Vidyarthi Parishad).

This all story happened between ASA (Ambedkar’s Students Association) activists and ABVP (Akhil Bharatiya Vidyarthi Parishad) on 3rd August 2015. When ASA activists showed their disappointment against the death penalty of Yakub Memon, a convicted terrorist of 1993 Bombay bomb attack and also showed disapproval to the ABVP attack on the screening of the documentaryMuzaffarnagar Baaqi Hai’ in Delhi University. In response to this ABVP gave a letter to the Union Minister Dattatreya reporting ASA’s anti-social activities done their local leader, Nandanam Susheel Kumar.

The application was forwarded to the then Union Human Resource Minister Smriti Irani (2016) and then to the university’s Vice-Chancellor, P. Appa Rao, who confirmed the suspension of those 4  ASA members. After the confirmation of suspension, Rohit committed suicide in January 2016.Since then it became a widespread agenda in the media that it was an alleged case of discrimination against Dalits. The highly reputed institutions have always been characterized as being partial to the students belonging to the lower caste.

How did the ‘caste’ factor put Rohit at stake?

Rohit is said to belong to the Mala caste of his mother Radhika, as she was disowned by her husband Mani Kumar, who belongs to Vaddera. His father left his mother on getting to know the fact that Radhika belongs to the community of ‘untouchables’, despite the fact that Rohit’s so-called grandmother Anjani Devi too, had adopted little Radhika when she was very young and used to live nearby her neighborhood. In fact, Anjani Devi married off the little Radhika at the age of 14 and allowed her to call her ‘mother’ which was actually not the truth, but the half-truth.

Rohit had realized this at his early age that grandmother was there just for a namesake; else they were complete slaves for Anjani Devi and her ‘biological’ family. She emerged to be a manipulative employer to Radhika rather than a caring mother.

How the Fodder Scam originated and the accused involved?

The Fodder scam initially originated in the year 1996 following the fraudulent case of embezzlement of government funds in 1985. The scam actually got its name from the fact that it was rooted in the Animal and Husbandry department of Bihar Government. There were fraudulent transactions made in the name of procuring cattle feed over a period of 20 years, under successive regimes.

In 1996 state finance secretary V.S. Dubey took stern measures against it and ordered inspections across all districts. A raid was done on the Animal Husbandry Department (AHD) at Chaibasa revealed illegal withdrawals from the state treasury. Such raids though got increased in number but were away from the media glare, which went on to be known as ‘Fodder Scam’.

In the early 90’s, the raids revealed around a huge number of AHD officers and government officials involved in the whole of scenario. They had gained a worth of Rs.25 crore but before any action could be taken off the IT officer was transferred. And this process had been in continuation for so many years, authentic officials were transferred while unauthentic ones ruled.

As the issue started gathering heat, CBI put on their shoes and began their inquiry. BJP state unit chief Sushil Modi filed a PIL in the Patna High Court in 1997 demanding a CBI inquiry in the case. The CBI filed a submission to the High Court that Bihar officials were blocking access to the government documents unauthentically. As the investigation proceeded, CBI unraveled linkages to the serving chief minister of Bihar, Laloo Prasad Yadav. In 1997, May 10, an official request was raised to prosecute Laloo Yadav since then this story remains an ongoing one.

Following the CBI conviction relating to the multi-million-rupee fodder scam, Yadav and other convicts were immediately taken into police custody. The CBI arrested Banki MLA Pravat Tripathy in the Artha Tatwa chit fund scam, Mayurbhanj MP Ramachandra Hansdah and former Keonjhar MLA Subarna Naik in the Nava Diganta chit fund scam. Besides them, Balasore MP Rabindra Jena, Dharmasala MLA Pranab Balabantaray, former minister Sanjay Das Burma are under the CBI scanner over their alleged involvement in several chit-fund scams.

Arrested by a team of Central Bureau of Investigation (CBI). Prabhat Biswal, Biju Janta Dal MLA, was picked up late on Monday night from his Cuttack residence and declared arrested on Tuesday morning. The Cuttack-Chowdwar BJD MLA was quizzed four times earlier in connection with a land deal with the Seashore Group chief Prasant Das. His wife Laxmibilasini Biswal was also earlier quizzed by the CBI regarding her involvement in the Jajpur Benapur land scam. It is suspected that they had sold a land to the Seashore Group for a hefty amount and could not explain the details of the illegal transactions. The couple failed to produce the documents and sale deeds about the land deal. Seashore CMD Prashant Dash had paid Rs 25 lakh for the land in cheques in April 2011, the remaining amount was to be paid after registration.

However, Dash had cancelled the deal later and wanted his money back. Biswal was the second BJD MLA to be arrested after Prabhat Tripathy, who is on bail. BJD MP Ramchandra Hansdah was languishing in jail for his alleged involvement in the chit fund scam.

The CBI has already filed a charge sheet in the Rs 500 crore Seashore chit fund scam.

Meanwhile, the ruling party said the arrest was politically motivated. “Centre is using the CBI for political gains. This is vindictive politics. Centre used the CBI against (Trinamool chief) Mamata Banerjee, (Rashtriya Janata Dal supremo) Lalu Prasad and even media promoter Pranoy Roy. Now, it is targeting the BJD,” Subash Singh, BJD leader said.

This particular reaction shows the inability faced by the current government in Odisha. The consecutive occurrence of events has brought a lot of difficulties for the government. We hope that the state of confusion ends soon before it’s too late to mend. This particular arrest, however, has raised many eyeballs. The government needs to be really cautious of any further move.
